Vermont DPA Programs
Explore down payment and homebuyer assistance programs in the state of Vermont.
Located in the eastern United States, West Virginia is the 35th state in the Union. Nestled in the Appalachian Mountains, West Virginia is a haven for outdoor activities and is nicknamed The Mountain State.
The state’s capital and largest city is Charleston. With a population of more than 1.7 million people, West Virginia boasts a homeownership rate of 78.6% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of West Virginia. Also, combining programs may be possible, so be sure to inquire.
Homeownership Program
“The Homeownership Program makes home ownership more affordable for families and individuals. A Homeownership Program Loan is a 30-year, fixed rate mortgage loan. Up to 100% of the purchase price of the home can be financed.”
Movin’ Up Loan Program
“The Movin’ Up Program has been designed to help moderate-income homebuyers purchase a new residence. Unlike our more commonly known homebuyer programs, Movin’ Up does not have a first-time homebuyer requirement and is geared toward home buyers who might have outgrown their current residence or just want to make a change.”
Low Down Home Loan
“The Low Down Home Loan is available in conjunction with the Homeownership (up to $10,000) and Movin’ Up (up to $8,00) programs to reduce the amount of upfront money needed to purchase a home.”
HOME Blend Program
“The Home Blend loan is a 10-year loan that is forgiven monthly at a 0% interest rate. Clients must occupy the property during the term of this loan. If the property is sold or the occupant moves prior to the 10-year expiration the remaining loan balance will become due and payable to the City of Charleston.”
Homebuyer Assistance Program (HAP)
“The Homebuyer Assistance Program (HAP) uses HOME funds allocated to CHWHC to provide financial assistance in the form of non-interest-bearing loans. These loans may be used for down payment and closing cost assistance for qualified homebuyers to purchase an owner-occupied, single-family residence within the boundaries of the Consortium.”

Homebuyer Assistance Program (HAP)
“Qualifying borrowers can obtain deferred no-interest loan to be used for down payment and closing costs. The loan is forgiven if the buyer remains in the home for the term of the loan. The amount of the loan is determined by the need of the borrower.”
Serving: Wood County and the cities of Parkersburg, Vienna and Williamstown
Down Payment Assistance Program (DPAP)
“The City of Parkersburg may provide up to $15,000 as a forgivable loan to eligible and approved pre-applicants to cover the costs associated with reasonable down payment and closing cost expenses. The total amount of assistance provided will be determined on a case-by-case basis.”
Single-Family Housing Opportunity Program (SHOP)
“The Program assists households that are interested in purchasing a home in Wood County by reducing and delaying a mortgage costs. Instead of financing the total cost of a home through a conventional bank for 30 years, the Consortium defers a portion of the debt until the lending institution is paid back in full or in 20 years, whichever comes first. After the first loan is paid back, the Consortium’s loan is due and must be repaid in 10 years.”

First Time Homebuyer Program
“All six participating jurisdictions (PJs) within the HOME Consortium offer a First Time Homebuyer Program. For qualified borrowers, up to $10,000 is loaned to assist with the down payment and closing costs associated with the purchase of a home. A lien is placed on the house for the amount of the loan. However, the loan is deferred, interest free and forgivable.”

First Front Door
“First Front Door (FFD) helps FHLBank Pittsburgh members open the door for first-time homebuyers. With FFD grants, we match the qualified homebuyer’s contribution for down payment and closing costs 3-to-1. For every $1 the homebuyer contributes, FHLBank will provide $3 in grant assistance, up to a maximum of $5,000.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
