Rhode Island DPA Programs
Explore down payment and homebuyer assistance programs in the state of Rhode Island.
Located in the northwestern United States, Washington is the 42nd state in the Union. Known for its beautiful scenery and forests, Washington is nicknamed The Evergreen State.
The state’s capital is Olympia and the largest city is Seattle. With a population of more than 7.5 million people, Washington boasts a homeownership rate of 66.6% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Washington. Also, combining programs may be possible, so be sure to inquire.
Home Advantage Program
“Funds for the Home Advantage program are continuously available and are subject to market rates and conditions.”
House Key Opportunity Program
“The Opportunity Program will be funded with tax-exempt mortgage revenue bonds and cannot be combined with the Mortgage Credit Certificate program. This program is only available to applicants using certain downpayment assistance programs or purchasing never occupied new construction.”
ENERGYSPARK Program
“Welcome to the newest—and greenest—home loan program from the Commission. EnergySpark is designed to work hand-in-hand with our Home Advantage loan and downpayment assistance. Borrowers who buy an energy-efficient home or make upgrades to an existing home at the time of purchase save 1/4 percent on their interest rate.”
Home Advantage DPA
“Home Advantage also offers downpayment assistance. This second mortgage loan program has a 0% interest rate, payment deferred for 30 years, and combines with the Home Advantage first mortgage loan program. Eligible households in all counties may qualify for a maximum loan amount of up to 3% or 4% of the total loan amount or up to 5% using our Home Advantage conventional or FHA loan.”
Home Advantage DPA Needs Based Option
“Home Advantage also offers Needs Based Downpayment Assistance. This second mortgage loan program has a 1% interest rate, payment deferred for 30 years, and also combines with the Home Advantage first mortgage loan program. Maximum loan amount up to $10,000.”
Opportunity Downpayment Assistance Loan Program
“Opportunity is a downpayment assistance, second mortgage loan program with a 1.00% interest rate, payment deferred for 30 years, up to $15,000 and combines with the Opportunity first mortgage loan program.”
Veterans Downpayment Assistance Loan Program
“Veterans is a downpayment assistance, second mortgage loan program with a 3.00% interest rate and payments deferred for up to 30 years for Washington State veterans who have served our country. Veterans combines with the Home Advantage or House Key first mortgage loan program. Eligible households may qualify for a maximum loan amount of up to $10,000.”
HomeChoice Downpayment Assistance Loan Program
“HomeChoice is a downpayment assistance, second mortgage loan program for qualified borrowers who have a disability or who have a family member with a disability living with them. Funds up to $15,000. HomeChoice combines with House Key and Home Advantage first mortgage loan programs.”
Clark County Downpayment Assistance Loan Program
“Clark County downpayment assistance is a second mortgage loan program that combines with the Home Advantage or House Key Opportunity first mortgage loan programs. This program allows up to $60,000 in downpayment assistance with payments deferred for 30 years, at 2% simple interest.”
ARCH East King County Downpayment Assistance Loan Program
“ARCH East King County Downpayment Assistance Loan Program combines with the Home Advantage or Opportunity first mortgage loan programs. This program is for qualified borrowers purchasing a home or condominium within an ARCH member city. This program allows up to $30,000 in downpayment assistance at 4% simple interest. There are no monthly payments with the balance due and payable only when the borrower performs certain property-related transactions.”
Bellingham Downpayment Assistance Loan Program
“Bellingham downpayment assistance is a second mortgage loan program that combines with the Home Advantage or House Key Opportunity first mortgage loan program. This program is for people buying within the City of Bellingham limits. This program allows up to $40,000 in downpayment assistance with payments deferred for 30 years, at 3% simple interest.”
Seattle Downpayment Assistance Loan Program
“The Seattle Downpayment Assistance Program is a second mortgage loan program that combines with the Home Advantage or Opportunity first mortgage loan program. This program is for qualified borrowers purchasing within the city limits of Seattle. This program allows up to $55,000 in downpayment assistance with payments deferred for 30 years, at 3% simple interest.”
Homeownership in Spokane
“Our HomeStarts program offers affordable new construction homeownership opportunities to qualified buyers in the Spokane area. By pairing the deferred down payment assistance lending we offer with a first mortgage from a partner lender, a qualified buyer becomes equipped to purchase a beautiful new home with affordable monthly mortgage payments.”
Homeownership in Kitsap County
“Our Bremerton and Kitsap County Homeownership programs offer affordable homeownership opportunities to qualified buyers within Bremerton city limits and throughout Kitsap County, Washington. By pairing the deferred down payment assistance lending we offer with a first mortgage from a partner lender, a qualified buyer becomes equipped to purchase a beautiful home with affordable monthly mortgage payments.”
ARCH Homeownership Program
“The ARCH Homeownership Program provides access to affordable homeownership in East King County for households with limited incomes and first-time homebuyers. These below market rate homes are primarily created through inclusionary housing programs and incentive policies adopted by ARCH member cities.”
Purchase Assistance
“Through private and public partnerships, HomeSight provides purchase assistance to qualified first-time home buyers through low interest loans.”
Sam Smith “Hi Neighbor” Homeownership Fund
“The Sam Smith “Hi Neighbor” Homeownership Fund is a loan product to increase purchasing power and help bridge the affordability gap facing Black/African American homebuyers earning between 80% and 120% area median income in Washington state. The Sam Smith “Hi Neighbor” Homeownership Fund can give eligible borrows up to $12,000 to layer into a mortgage loan to use towards their home’s purchase cost.”
Homestead Homeownership
“As a Homestead homeowner, you pay for and own the home (the building and improvements) on the land. Homestead continues to own the land under the home and leases it to you for a small monthly fee. You build 1.5% equity in your home compounded annually. You do not have to sell your home if your income increases after purchase. You can even leave it to your heirs in your will. You can own as long as you wish. You agree to sell your home, whenever you decide to sell it, at a formula price that is affordable to the next income-qualified buyer.”
Mutual Self-Help Housing
“Home ownership made affordable through the Mutual Self-Help Housing program, where individuals and families build their own homes with a group of their neighbors. Staff guides each group of home buyer-builders through the home loan process and through the build process from start to finish.”
Down Payment Assistance Program
“The Tacoma Down Payment Assistance is a second mortgage loan program that combines with the Washington State Housing Finance Commission’s Home Advantage first mortgage loan program. The Tacoma Down Payment Assistance program is intended for people who are buying a home within the eligible Tacoma City Limits. The program allows up to $30,000 in down payment assistance with payments deferred for 30 years at a 2% simple interest rate.”
Richland Down Payment Assistance (DPA) Program
“Provides homeownership opportunities to low and moderate-income, first-time homebuyers purchasing a home in the city limits of Richland. Maximum down payment assistance up to $10,000.”
Pasco Down Payment Assistance (DPA) Program
“The Community Housing Improvement Program (CHIP) Down Payment Assistance Program provides a silent second loan in the form of down payment assistance and eligible closing costs. The City will provide financing up to a $10,000, which enables a low to moderate income person(s) or family to purchase a vacant or owner occupied home for sale within the Pasco city limits.”
Kennewick Down Payment Assistance (DPA) Program
“Kennewick uses HOME funds to provide up to a maximum of $10,000 in assistance to qualified first-time homebuyers. To participate in the Downpayment Assistance program, the borrower is required to provide a minimum contribution of $1,000 or 1% of the purchase price (whichever is higher) towards the purchase of the home.”

Home$tart Program
“Through our Home$tart program, eligible households may receive up to $7,500 in down payment and closing cost assistance. You must apply through a member institution.”
Native American Homeownership Initiative (NAHI)
“Through our Native American Homeownership Initiative (NAHI), eligible households may receive up to $15,000 for down payment and closing cost assistance. You must apply through a member institution.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
