Tennessee DPA Programs
Explore down payment and homebuyer assistance programs in the state of Tennessee.
Located in the western United States, Utah is the 45th state in the Union and is nicknamed The Beehive State. Considered to be the second driest state in the country, it averages more than 220 sunny days a year.
The state’s capital and largest city is Salt Lake City. With a population of more than 3 million people, Utah boasts a homeownership rate of 71.2% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Utah. Also, combining programs may be possible, so be sure to inquire.

Down Payment Assistance (DPA)
“Down Payment Assistance (DPA) is designed to assist low-to-moderate income (LMI) households in need of funds to cover the required down payment and/or closing costs for the purchase of a home. DPA is awarded as a deferred loan with no payments and no interest that is forgivable after a period of time. DPA is available for Salt Lake City, Salt Lake County (funds are very limited in specific cities) and Taylorsville residents.”
“FirstHome” Mortgage Program
“FirstHome” mortgage program typically has the lowest interest rate and is geared towards first-time homebuyers with a credit score of 660 or higher and their income and purchase price is below the posted limits.”
“HomeAgain” Mortgage Program
“HomeAgain” mortgage program is for homebuyers with a credit score of 660 or higher who have previously owned a home or are first-time homebuyers who do not qualify for “FirstHome”. This program does not have a purchase price limit but does have annual income limits based on qualifying income.”
“NoMI” Mortgage Program
“NoMI” mortgage program is for homebuyers with a credit score of 700 or higher. Of all our homeownership programs, this program typically has the lowest mortgage payment because it offers a loan without mortgage insurance. This program does not have purchase price limits but does have annual income limits based on qualifying income.”
“Score” Mortgage Program
“Score” mortgage program is for homebuyers with a credit score of 620 or higher. This mortgage offers homebuyers who have recovered from previous credit challenges a loan that can assist them with the purchase of their home. This program has a purchase price limit and annual income limits based on qualifying income.”
Down Payment Assistance
“To obtain down payment assistance from Utah Housing you must first qualify for a Utah Housing Corp first mortgage home loan. A Utah Housing Corp Approved Participating Lender will qualify you, determine how much down payment and closing cost assistance you need and help you select a Utah Housing Corp home loan that is best for. You may be able to borrow your entire minimum required down payment plus all or a portion of your closing costs on a Utah Housing Corp 30 year fixed rate second mortgage.”
First-time Homebuyer Program Assistance
“You may receive up to $20,000 in Program Assistance and the funds may be used for down payment, closing costs, and/ or a permanent interest rate buydown for the qualifying mortgage loan.”
Veterans First-time Homebuyer Grant
“The State of Utah has made available a first-come, first-served $2500 forgivable grant for Veterans to use in connection with the purchase of an owner occupied, single-family residence in Utah.”
First-time Homebuyer Law Enforcement Grant
“The State of Utah has made available an interest-free, forgivable grant to Utah Law Enforcement and Correctional Officers for the purpose of purchasing a home in Utah.”
Own in Ogden Program
“Own in Ogden is a loan program to assist home buyers with the down payment or closing costs of purchasing a home citywide. Own in Ogden funds are available on a first-come, first-served basis. Own in Ogden funds may be combined with other Down Payment Assistance programs.”
Home Sweet Ogden Program
“Ogden City purchase and remodel existing homes and construct new “Historic” homes in older neighborhoods. These unique homes are available for purchase under this program.”
Home Purchase Plus Program
“This is a 0% interest, deferred payment loan to assist first-time home buyers in becoming homeowners in Provo City. Qualified applicants may receive the amount of down payment required by their mortgage type (5% for conventional or 3.5% for FHA), plus estimated closing costs, minus the $1,000 an applicant is required to put down, PLUS another 5% or 3.5% (depending on mortgage type) capping to $40,000.”
Loan to Own Program
“This is a 0% interest, deferred loan to assist low and moderate-income households in becoming homeowners in all cities, except Eagle Mountain, Alpine, Fairfield, and Provo. Qualified applicants may receive the amount of down payment required by their mortgage type (5% for conventional or 3.5% for FHA), plus estimated closing costs, minus the $1,000 an applicant is required to put down, PLUS another 5% or 3.5% (depending on mortgage type) capping to $40,000.”
Murray City Down Payment Assistance
“Our Murray City Down Payment Assistance loan/grant fund is for buyers looking to purchase a home within the Murray City area. This loan/grant is a 5-year forgivable, 0% interest, and up to $30,000.00 ($35,000.00 for eligible applicants).”
Salt Lake City Down Payment Assistance
“Our Salt Lake City Down Payment Assistance loan/grant fund is for buyers who are looking to purchase a home within the Salt Lake City area. This loan/grant is a 5-year forgivable, 0% interest.”
Shared Equity Program
“Salt Lake City’s Community Shared Equity Program provides low to moderate income families the opportunity to become homeowners. By placing city-owned property into the Shared Equity Program, monthly mortgage payments can be kept affordable. Home buyers purchase the home and the improvements. From there, they lease the land the home is built on from the City. This allows Salt Lake City to preserve the homes affordability into the future while still allowing the buyer to build equity in their home.”
Down Payment Assistance
“West Valley City is proud to partner with CBC Mortgage Agency to offer its down payment assistance program, Chenoa Fund.”
Mutual Self-Help Housing
“Self-Help Homes uses the Mutual Self-Help Housing owner-builder model to assist you in constructing your home as an owner-builder and the homes of eight to ten individuals and/or family owner-builders in your group. Everyone in the owner-builder group will help construct each home under the supervision of a Self-Help Homes construction supervisor. No one will move into their home until all of the homes in the group are complete.”
Welcome Home-Own in Logan Assistance Program
“The Welcome Home: Own in Logan program provides down payment/closing cost assistance of up to $7,500 for first-time home buyers in the city limits of Logan, Utah.”
Owner-Builder Program
“The Owner-Builder Program, also known as the Mutual Self-Help Housing Program, is an affordable housing program that uses “sweat equity” to reduce the overall cost of building your home.”
HomeChoice Program
“HomeChoice is a homeownership program for Utah residents with disabilities or who have a family member with a disability.
The funding is provided through the statewide Olene Walker Housing Loan Fund, but administered by Neighborhood Nonprofit Housing Corporation in Logan, Utah.”
Homeownership Assistance Program
“First time homebuyers purchasing their primary residence in Weber County can receive a $5,000 zero interest, deferred payment loan. These loans can only be used at the time of closing for down payment, closing costs, or principal reduction toward the first mortgage loan balance.”
At Home in Layton Program
“The At Home in Layton program offers home ownership assistance to qualifying homebuyers. The assistance will be offered as a grant that can be used for up to 50% of the required down payment, closing costs or principal reduction. The grant will be offered in $10,000 increments.”
Clear City Down Payment Assistance Grant
“First time home buyers within income limits may be eligible for a grant of up to $7,500 which can cover up to 50% of the down payment and closing costs. This can be used on single family detached homes, condos, and townhomes.”
Down Payment Assistance Program
“The City will provide a grant up to $10,000 for ½ of the required down payment and one-time closing costs. Most grants average between $6,900 -$8,000. No assistance will exceed 100% of the home appraised value. Grants are on a “First Come – First Qualified” basis while funds are available.”
Down Payment Assistance Program
“Down Payment Assistance is offered as a grant of up to $20,000 for low- to moderate-income homebuyers (as determined by HUD income limits) to purchase a home within South Jordan. The grant does not need to be repaid provided the home remains the primary residence of the applicant for ten years.
Down Payment Assistance Program
“The Tooele Housing Authority will use funds provided by the Community Development Block Grant (CDBG) to provide eligible applicants funds to be used for down payment and/or closing costs. Tooele Housing Authority will provide a up to $10,000.00 grant/loan for low-to-moderate income families to purchase a home.”

Home$tart Program
“Through our Home$tart program, eligible households may receive up to $7,500 in down payment and closing cost assistance. You must apply through a member institution.”
Native American Homeownership Initiative (NAHI)
“Through our Native American Homeownership Initiative (NAHI), eligible households may receive up to $15,000 for down payment and closing cost assistance. You must apply through a member institution.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
Habitat Home
