Texas Down Payment Assistance (DPA) Programs

Located in the southern region of the United States, Texas is the 28th state in the Union and is nicknamed The Lone Star State. It is the second largest state in the country by both area and population.

The state’s capital is Austin and its largest city is Houston. With a population of nearly 30 million people, Texas boasts a homeownership rate of 63.6% (2022-U.S. Census Bureau).

DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Texas. Also, combining programs may be possible, so be sure to inquire.

My Choice Texas Home

“Per­haps you are already a home­own­er, but you could still use a lit­tle help. We’ve got you cov­ered. We offer a 30-year low inter­est rate mort­gage loan and up to five per­cent of assistance.”

The Texas Mortgage Credit Certificate (MCC)

“The MCC is avail­able to vet­er­ans and first-time home­buy­ers and as a stand-alone option. This cer­tifi­cate enti­tles you to a dol­lar-for-dol­lar reduc­tion on fed­er­al tax lia­bil­i­ty. There is no min­i­mum cred­it score require­ment for MCCs.”

Down Payment Assistance Program

“A $1000 grant per household is available to eligible low-to-moderate- and middle-income homebuyers for down payment and closing cost assistance. Must be used with TDHCA single family mortgage program.”

Community Land Trust (CLT)

“If your financial situation makes typical homeownership unattainable, the CLT may be right for you. A community land trust buys or receives donated houses and makes them available for sale to limited-income homebuyers while leasing them the land.”

Southeast Texas Housing Finance Corporation (SETH)

5-Star Texas Advantage Program

“The SETH 5 Star Program provides down payment and closing cost assistance for your home purchase. The program also provides a 30 year fixed rate mortgage. Mortgage options include FHA, USDA, VA and Conventional financing. Maximum amount of assistance provided is 5% of your loan amount. Assistance is provided in the form of a forgivable community second loan, forgiven after 3 years.”

Veterans Land Board (VLB)

Veterans Land Loan Program

“The VLB Veterans Land Loan Program is the only one of its kind in the nation, giving Texas Veterans and Military Members the opportunity to borrow up to $150,000 to purchase land at competitive interest rates while typically requiring a minimum five percent down payment for tracts of one acre or more.”

Veterans Home Loan Program

“Eligible Texas Veterans and Military Members have an opportunity to purchase a home with a competitive, low-interest loan with little or no down payment. Veterans, Military Members and their spouses may receive up to $726,200 on a fixed-rate loan for 15, 20, 25 or 30 year terms*. Veterans with a VA service-connected disability rating of 30% or greater qualify for a discounted interest rate.”

Veterans Home Improvement Program

“The VLB helps Veterans, Military Members and their spouses buy homes and then help pay to improve it through the Texas Veterans Home Improvement Program (VHIP).

The VLB offers loans up to $50,000.00 for a 2-20-year term or loans from $7,500 – $10,000.00 for a 2-10-year term.Veterans with a VA service-connected disability rating of 30% or greater qualify for a discounted interest rate.”

SCRA Assistance

“Reservists and National Guard troops with a VLB home or home improvement loan may be able to defer interest payments when called up for active duty, thanks to the Servicemembers Civil Relief Act (SCRA). This program also lets many Reservists and National Guard members defer their entire monthly payments on VLB land loans, as long as they’re on active duty.”

Homes for Texas Heroes Program

“Our Homes for Texas Heroes Program offers home loans and down payment assistance for teachers, police officers, firefighters and EMS personnel, corrections officers, and veterans. To qualify, you must also have a credit score of 620 and meet certain income requirements. “

Home Sweet Texas Home Loan Program

“Our Homes Sweet Texas Home Loan Program offers home loans and down payment assistance to low and moderate-income families. To qualify, you must have a credit score of 620 and meet certain income requirements.”

Abilene Neighborhood Services

First Time Homebuyer Program

“The First Time Homebuyer Program is an income qualifying program which provides up to $5,000 for the down payment and eligible closing costs for the purchase of a home based on your income and family composition.”

Fort Worth Neighborhood Services

Homebuyer Assistance Program (HAP)

“The city’s Homebuyer Assistance Program (HAP) can provide up to $20,000 in mortgage assistance for income-eligible first-time homebuyers within the Fort Worth city limits.”

Arlington Housing Authority

Arlington Homebuyers’ Assistance Program (AHAP)

“The Arlington Homebuyers’ Assistance Program (AHAP) provides down payment and closing cost assistance to low income, first-time homebuyers. Downpayment and closing cost assistance is provided in the form of a forgivable loan of up to $20,000 based on each applicant’s underwriting and subsidy layering assessment. The loan is 0% interest and is payable only if you sell, refinance with cash-out, or lease your home during the affordability period, typically five years.”

Mortgage Credit Certificate (MCC) Program

“The MCC program is a federal income tax credit program that entitles you to take a federal income tax credit equity to 30% of the annual interest you pay on your home mortgage, up to a maximum of $2,000 per year. This is a great help when qualifying for your first home mortgage and it continues to decrease your federal income taxes each year for as long as you owe amounts on your home mortgage.”

Mortgage Credit Certificate (MCC) with DPA Program

“If you qualify for the MCC program, you may qualify for the Down Payment Assistance (DPA) program. The DPA provides first-time homebuyers with funds for down payment and closing costs in the form of a non-forgivable second lien in the amount of $7,500. Repayment is due when you sell, transfer, refinance or pay off your mortgage. The DPA is only available when participating in the MCC program.”

“Financial assistance (up to $50,000) may be provided in the form of a zero percent interest, deferred forgivable loan. These funds can be applied to downpayment and closing costs for the purchase of a home within the City of Irving.”

Plano Neighborhood Services

FTHB Program – Option 1

“Community Development Block Grant (CDBG) funding, in the amount not to exceed $10,000, 0% interest (0% APR), deferred, forgivable loan, second lien position with a 5-year affordability period.”

FTHB Program – Option 2

“HOME Investment Partnerships Program (HOME) funding, in the amount not to exceed $55,000, 0% interest (0% APR), deferred, forgivable loan, with a 15-year lien on the property. The amount of down payment assistance is based on need.”

“Provides a total up to $7,500.00 contingent upon available grant funding and eligibility for “up to 50 percent of required down payment for low or moderate income homebuyer; or pay reasonable closing costs (normally associated with the purchase of a home) incurred by a low or moderate income homebuyer.”

Down Payment Loan Assistance Program

“Income-eligible first-time homebuyers may qualify for down payment assistance. You will have to complete homebuyer education classes to learn more about the home buying process before you’re eligible for assistance. The program covers down payment and closing costs, including pre-paid expenses associated with home buying. Homebuyers may qualify for up to $40,000 in assistance.”

First Time Homebuyer Assistance Program

“Homeownership is a dream for many Baytown residents but may feel out of reach. The City of Baytown offers up to $9,000 in down payment assistance to income-qualified residents.”

Beaumont Planning & Community Development

Down Payment Assistance Program

“Down Payment Assistance is available for first-time homebuyers who purchase an existing or newly constructed home inside the Beaumont city limits.”

Brownsville Office of Strategic Initiatives

Homebuyer Assistance Program (HBA)

“The City of Brownsville’s HBA Program is designed to assist low to moderate income families realize ownership of new or existing single-family homes. Low to moderate income homebuyers that qualify for the HBA Program will receive a no-interest, deferred loan, of up to $25,000 to use for down payment and closing costs, and eligible, pre-paid expenses associated with buying a home.”

Homeownership Voucher Program

Brownsville Housing Authority Section 8 Program participants may qualify for a homeownership voucher, if eligibility requirements are met.

Bryan Community Development

Home Buyers Down Payment and Closing Costs Assistance Program

“The program assists eligible homebuyers in the purchase of both existing and newly constructed affordable homes. Applicants may receive a minimum of $3,500, up to $14,000, or slightly more, if appropriate, depending upon the final negotiated price of the home and the financial circumstances of the buyer, provided at closing on any home (other than manufactured homes) for sale in the City of Bryan.”

“The Down Payment Assistance Program provides qualified homebuyers with shared equity, gap financing of up to 30% of the sales price, capped at $50,000. The assistance amount is determined by the borrower’s demonstrated need, or “financial gap.”

Corpus Christi Planning and Community Development

This program provides up to $25,000 in down payment assistance and up to $10,000 in closing costs assistance.

Dallas Housing & Neighborhood Revitalization

Dallas Homebuyer Assistance Program (DHAP)

“Funds are available to eligible homebuyers purchasing an existing or new property as a primary residence. Receive up to $60,000 in high opportunity areas and up to $50,000 in non-high opportunity areas.”

Targeted Occupations

“Target occupations can receive up to $50,000. Must work in educational instruction & library occupations, healthcare or protective services and meet the program income requirements.”

Anti-Displacement Homebuyer Assistance

“Receive up to $50,000. Must be a current resident with at least 19 years of residency in the city.”

Denton Community Development

Home Buyer Assistance

“The City of Denton helps low-and-moderate-income families with the down payment assistance and closing costs to buy their first home. Assistance is in the form of a forgivable loan at 0% interest for five years.”

El Paso Neighborhood Development

Principal Reduction Assistance Program

“For homebuyer(s) purchasing a home within the City of El Paso’s Priority Housing Area the minimum assistance is $1,000.00 and the maximum assistance is $45,000.00. For homebuyer(s) purchasing a home outside the Priority Housing Area but within the city limits of El Paso, the minimum assistance is $1,000.00 and the maximum assistance is $25,000.00.”

Down Payment and Closing Cost Assistance Program

“The maximum assistance is $5,000.00 which will be in the form of a 3% interest forgivable loan with a term of 10 years.”

Frisco Community Development & Housing Programs

Down Payment Assistance Program

“Families with at least one adult working full-time for the City of Frisco or Frisco ISD for at least 6 months may be assisted in purchasing a home in Frisco. The program provides forgivable loans of up to $10,000 to qualified homebuyers for the purpose of down payment and closing cost assistance.”

Galveston Grants & Housing Department

Homebuyer Assistant Program (HAP)

“The City of Galveston, through its Homebuyer Assistant Program (HAP) will provide eligible homebuyers up to $14,500 in Home Investment Partnership Program funds to assist with down payment and closing costs toward the purchase of their first home.”

Garland Housing Finance Corporation

Mortgage Credit Certificate

“The MCC Program is a federal income tax credit program. An MCC entitles you to take a federal income tax credit equal to thirty percent (30%) of the annual interest you pay on your home mortgage, up to a maximum of $2,000 per year. Because the MCC reduces your federal income taxes and increases your net earnings, it is a great tool to help in qualifying for your first home mortgage.”

Down Payment Assistance Program

“The Garland Housing Finance Corporation MCC with Down Payment Assistance Program provides first-time houmebuyers with down payment and closing cost assistance. The total amount of assistance is $15,000 in the form of a $10,000 non-forgivable second lien with a non-repayable $5,000 grant per qualifying household. Repayment for the seond lien is due upon maturity, sale, transferor refinancing. DPA is optional but ony available with the Mortgage Credit Certificate Program (MCC).”

“The UPCAP Program provides a deferred payment loan of up to $7,500 for down payment, closing costs, and pre-paid costs to first-time homebuyers.”

Section 8 Homeownership Program

“Assists clients who receive the Section 8 Housing Choice Rental Vouched from Dallas County Housing to purchase a home by converting the Rental Voucher to a Mortgage Payment Voucher. This program provides home ownership opportunities to eligible Section 8 program participants. Section 8 program participants can transfer their rental voucher to a home ownership voucher.”

“BCL of Texas makes a limited number of mortgage loans each year to financially stable borrowers that are facing special circumstances and are in need of a non-traditional mortgage or refinance. Loan products are limited to our service areas in Dallas and Central Texas and are approved on a case-by-case basis.”

The home can be a pre-owned or a new construction unit.”

“The City can provide down payment assistance, 5% or 10% of the purchase price, for an existing home. The City will also provide closing cost assistance of up to $3,500 for eligible closing costs.”

“The assistance for newly constructed homes will also be provided at zero-interest, deferred payment loan with a minimum of $2,500 and a maximum of $20,000 for down payment based on the family income and size. The City will also provide closing cost assistance of up to $4,000 for eligible closing costs.”

“The program will provide closing cost and down payment assistance up to $15,000 (not to exceed 15% of the appraised value), and is based on demonstrated client need. “The Affordable Housing Assistance Program (AHAP), funded through the San Angelo Development Corporation and the HOME Investment Partnership Program, provides gap reduction/mortgage buy-down for a home mortgage at 40% of the sales price, not to exceed $50,000. This may include down payment and closing cost assistance.”

“HIP 80 lends between $1,000 and $30,000 as a 0% interest / no payments second loan. It can be used for the down-payment required by your lender and some of the additional costs associated with purchasing a home.”

San Marcos Planning & Development Services

Homebuyer Assistance Program

“he City of San Marcos provides financial assistance to eligible low-income homebuyers to purchase a home in San Marcos, using Community Development Block Grant (CDBG) funds. Homebuyers with incomes less than 80% of area median income who have not purchased a home within the last three years may be eligible for a zero-interest, deferred forgivable loan of up to $12,000. These funds can be used toward closing costs or down payment.”

“The City of Victoria Down Payment and Closing Cost Assistance Program has been created to assist low-income families in achieving the “American Dream” of owning their own home. Receive up to $5,000 down payment assistance and up to $5,000 closing costs assistance.”

Homebuyer Down Payment Assistance Program

“Financial assistance is available in the form of a loan to help cover down payment and closing costs. Participants can receive up to $25,000 in down payment and closing cost assistance.”

Individual Development Account (IDA) Program

“For every dollar of earned income that families save, two dollars are added to their account with a maximum $2,000 match. The participants’ savings goal is $1000; with the match, they will complete the program with $3000 toward a down payment on a home.”

First Time Home Buyer Program

“Currently provides up to $7,500 for qualified first time home buyers to help pay expenses related to closing costs, down payment requirements, or reduction of the mortgage loan amount.”

“Through member institutions, HELP assists low-income-qualified, first-time homebuyers with down payment assistance and closing costs.”

USDA Rural Development

Single Family Housing Direct Home Loans

“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
