Located in the northeastern United States, Rhode Island is the 13th state in the Union. Although it is the smallest state in the country, its full of charm and is known for its coastal towns and sandy shores.
The state’s capital and largest city is Providence. With a population of just over 1 million people, Rhode Island boasts a homeownership rate of 65.8% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Rhode Island. Also, combining programs may be possible, so be sure to inquire.
RI Statewide DPA Grant
“The RI Statewide DPA Grant offers a $17,500 grant to first-time homebuyers in Rhode Island. he Program offers down payment and closing cost assistance to help first-time homebuyers address rising housing costs in today’s competitive market. The down payment assistance is a grant that does not need to be repaid. “
10kDPA
“RIHousing’s 10kDPA program provides a $10,000 down payment assistance loan to first-time homebuyers in Rhode Island.”
FirstGenHomeRI
“FirstGenHomeRI opens the doors for first-generation homebuyers with $25,000 in down payment and/or closing cost assistance.”
First-time Homebuyer Loan
“Our First-time Homebuyer Loan helps buyers realize their dream of homeownership. Combined with down payment assistance, this loan allows you to finance 100% of the purchase price of your home.”
Extra Assistance Program
“RIHousing’s Extra Assistance program provides down payment assistance to eligible first-time homebuyers in Rhode Island. The program is designed to help homebuyers with what is often the biggest hurdle to homeownership: the down payment. Receive up to up to 6% of the purchase price, or $15,000, whichever is lower.”
Homebuyer Renovation Loans / 203(k)
“Wrap the cost of buying and rehabbing a home into one mortgage. With many older homes and fixer-uppers on the market, these loans help you take advantage of the real estate opportunities available today, with the security of knowing that you’ll have the money needed to make repairs or improvements.”
FirstHomes Tax Credit
“The program provided qualified first-time Rhode Island homebuyers with a mortgage credit certificate. Homebuyers received a dollar-for-dollar tax credit of up to $2,000 against their federal tax liability for the life of the loan.”
Down Payment and Closing Cost Assistance Program
“The Housing Network of Rhode Island, in partnership with the City of Providence, provides up to $20,000 of Down Payment and Closing Cost Assistance to income eligible homebuyers purchasing in the City of Providence.”
Closing Cost Assistance Program
“This program is available to first time income eligible home buyers to help defray some of the fees incurred at closing. This five year grant will provide up to $3,000 toward closing costs.”
Down Payment Assistance Program
“The Down payment assistance program provides 50% of the required down payment, not to exceed $5,000. This matching fund program is available to first time income eligible homeowners but cannot be combined with the Closing Cost Assistance Program.”
First Home Down Payment Assistance Program
“Under this program, HOME funds may be used to provide qualified Woonsocket home buyers with a down payment assistance loan in the amount of up to $7,500 to assist with the down payment of the purchase of their first home.”
Closing Cost Assistance
“In partnership with the City of Central Falls, Pawtucket Central Falls Development is offering a Closing Cost Assistance Program to eligible first-time homebuyers in the City of Central Falls. Eligible homebuyers will receive up to a maximum of $7,500, based on the total demonstrated need.”
Self Help Housing Program
“NeighborWorks Blackstone River Valley (NWBRV) is offering families the chance to own their own homes in Pascoag, RI through a program called “Self Help Housing.” The homes will be part of a 30 home cul de sac built by NWBRV. Each home will be built on .3 acres and homeowners can help chose their home design, colors, and finishes.”

Equity Builder Program
“The Equity Builder Program (EBP) offers grants to help buyers earning up to 80% of the area median income with down-payment, closing cost, and home rehabilitation assistance, and homebuyer education and counseling.”
Housing Our Workforce
“Housing Our Workforce (HOW) offers grants to help homebuyers earning above 80% and up to 120% of the area median income with down-payment and closing cost assistance.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
Habitat Home
“We believe that everyone should have a safe, affordable place to call home. To carry out our vision, we partner with individuals and families from application through construction to when the keys are handed over.”
