The state’s capital and largest city is Columbus. With a population of more than 11.7 million people, Ohio boasts a homeownership rate of 66% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Ohio. Also, combining programs may be possible, so be sure to inquire.

Your Choice! Down Payment Assistance
“Your Choice! Down Payment Assistance allows homebuyers to choose either 2.5% or 5% of the home’s purchase price. Assistance can be applied towards down payments, closing costs or other pre-closing expenses. This assistance is forgiven after seven years.”
OHFA Homebuyer Program
“You may qualify for an OHFA first-time homebuyer (loan) program if you meet one of the following criteria:
Next Home Program
“OHFA’s Next Home program provides 30-year, fixed-rate mortgages to those who are not first-time homebuyers. Homebuyers are able to couple Next Home with 2.5% YourChoice! Down Payment Assistance. Homebuyers are not required to use these down payment assistance products if they have their own down payment funds.”
Grants for Grads
“The Ohio Housing Finance Agency’s (OHFA) Grants for Grads provides a discounted mortgage interest rate to recent graduates as an additional incentive for you to make Ohio your home. Grants for Grads includes 2.5% or 5% down payment assistance. Down payment assistance is forgiven after five years as long as you remain in the state of Ohio.”
Ohio Heroes
“The Ohio Housing Finance Agency’s (OHFA) Ohio Heroes rewards Ohio residents who serve the public with a discounted mortgage interest rate. You can choose to include down payment assistance in your Ohio Heroes loan.”
Mortgage Tax Credit
“The Ohio Housing Finance Agency’s Mortgage Tax Credit provides homebuyers with a direct federal tax credit on a portion of mortgage interest paid, which could provide up to a $2,000 tax savings per year.”
Homeownership Opportunity IDA Program
“Individual Development Accounts (IDAs) are an approach for low- to moderate-income individuals and families to fulfill their American dream of purchasing a home. The savings match is 8:1; so for every $1 you save, you will receive at least $8 to go towards the purchase of a new home. “
Communities First – Down Payment Assistance Program
“The Port of Greater Cincinnati Development Authority (dba The Port) is proud to offer the Communities First – Down Payment Assistance program, providing first mortgage financing and down payment / closing cost assistance grants to eligible homebuyers.”
Down Payment Assistance Program
“The Down Payment Assistance Program provides up to $5000 to assist with down payment and closing costs to low-to-moderate income first-time home-buyers as a 0% interest rate deferred loan forgiven at the end of 5 years. There is a required buyer contribution of $500.”

Home Purchase Program (HPP)
“The GCL Home Purchase Program (HPP) is an employer-assisted housing benefit that assists eligible employees to afford purchasing a home in the Greater Circle Living neighborhoods. The program offers up to $30,000 in forgivable loans for home purchase assistance.”
Home Buyers Assistance Program
“This program is to be utilized by residents wishing to become homeowners but do not have the resources to cover all initial costs, such as down payment assistance or closing costs.”
Neighborhood Stabilization Program (NSP)
“The Neighborhood Stabilization Program (NSP) uses federal grant funds to buy, fix up, and resell foreclosed and abandoned homes. Through this program, the city will provide at least $1,000 for down payment assistance. Assistance will be in the form of a second mortgage forgivable after 10 years.”
Lakewood HOME Program
“The Lakewood HOME Program provides one of the best mortgage financing packages available to qualified first time homebuyers interested in purchasing a Lakewood home. Assistance, which comes in the form of a 0% interest, no monthly payment second mortgage is used to assist with both down payment and closing costs.”
Homeowners’ Assistance Programs
“Housing initiatives comprise the cornerstone of the Newark Community Development Block Grant program. Owner-occupied rehabilitation and emergency repair aid in the preservation of affordable housing. The City’s down payment assistance program strengthens the opportunity for homeownership.”
Home Purchase
“For residents and neighborhoods, the City of Parma offers grants that assist in home improvement projects, home purchase, property maintenance, preventative maintenance, utility disconnection and rent or mortgage payment support.”
Down Payment Assistance
“Down payment assistance, is 3.5% of the purchase price (maximum of $5,000). Grants may be used for the acquisition of one-, two-, and three-family residences that will be owner-occupied. This assistance will be in the form of down payment or closing cost assistance.”
Housing RLF Down Payment Assistance with Rehabilitation
“This program provides assistance to very low, low and moderate-income households that lack sufficient funds to purchase or purchase/rehabilitate a property in need of repair. Loan amounts range, on average, from $1,000 to $40,000.”
American Dream Down Payment Initiative (ADDI)
“The program was created to assist low-income first-time homebuyers in purchasing single-family homes by providing funds for the down payment. ADDI funds may be used for the down payment in the amount of $10,000, $12,000, or $14,000 (determined by the applicant’s household AMI) toward a home.”
Down Payment Assistance Program
“The Cuyahoga County Down Payment Assistance Program is an effort to support homeownership for those whose income is in the low to moderate range. The program, which is administered by Neighborhood Housing Services of Greater Cleveland, allows eligible homebuyers to receive down payment assistance in the amount of 17% of the total transaction.”
Homesteading Program
“The Homesteading program is a vehicle to homeownership for families that do not have access through conventional means and are willing to put in sweat equity, mitigating blight and saving homes.”
American Dream Downpayment Initiative (ADDI) Program
“The City of Columbus American Dream Downpayment Initiative (ADDI) Program operates jointly with participating lenders by providing funds to create homeownership opportunities in Columbus for low and moderate income, first-time homebuyers. The property must be located in the City of Columbus. As of January 1, 2022, the maximum loan amount for ADDI has been increased to $7,500.”
First Time Homebuyer Down Payment Assistance
“The Down Payment Assistance program assists income-eligible first-time homeowners with down payments and closing costs for the purchase of a home in Franklin County (outside the Columbus city limits).”
Homebuyer Assistance (DPA) Program
“The City of Kettering will cover all of the primary lender required downpayment and all of the closing costs as long as the buyer pays at least $1000.00 into the transaction and the total cost for the City of Kettering assistance is not more than $8,000.00.”

“Down payment assistance for eligible first-time home buyers whose income falls below the threshold are eligible for up to $7,500 to use toward the purchase of a home and up to $9,500 in target neighborhoods.”

Homebuyers may qualify for a $10,000 assistance toward the purchase of your home. The loan is forgiven over 5 years of living in the home as your primary residence.”
Southwest Dayton
“The HomeOwnership Center and Aloft Dayton partnered to provide a down payment assistance program to first-time homebuyers in Southwest Neighborhoods of Edgemont, Miami Chapel, and Madden Hills in City of Dayton. Homebuyers may qualify for $10,000 assistance toward the purchase of their home. The loan is forgiven over 5 years of living in the home as your primary residence.”
Inclusive Community Fund: Trotwood, Jefferson Township, and Harrison Township
“The HomeOwnership Center of Greater Dayton offers a down payment assistance program in partnership with Miami Valley Fair Housing Center’s (MVFHC) Inclusive Community Fund (ICF) a home in designated areas of Montgomery County, OH. The ICF offers down payment assistance in the amount of 20% of the purchase price, up to a maximum of $20,000. The assistance is provided as a 0% interest deferred mortgage loan, with 50% forgiven after five years of primary residency in the property.”
Down Payment Assistance for the City of Dayton
“The HomeOwnership Center and the City of Dayton partnered to provide a down payment assistance program to first-time homebuyers. If qualified, you may receive up to 10% of the home’s purchase price up to $10,000 toward the down payment and closing costs. The loan is a 0% deferred second mortgage.”
Montgomery County (Outside of Dayton)
“Are you a first-time homebuyer and do you want to buy a home in Montgomery County? The Homeownership Center of Greater Dayton has partnered with Montgomery County to provide down payment assistance to qualified first-time homebuyers.”

Welcome Home Program (WHP)
“The Federal Home Loan Bank of Cincinnati (FHLB Cincinnati) offers grants of up to $15,000 for honorably discharged veterans, surviving spouses of military personnel, and active duty military homebuyers and up to $10,000 for all other homebuyers to assist with down payment and closing costs for income eligible homebuyers through the Welcome Home Program (WHP).”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
