Oregon DPA Programs

Located in the midwestern United States, North Dakota is the 39th state in the Union. It is nicknamed The Peace Garden State due to the fact that it shares the International Peace Garden with Manitoba, Canada.
The state’s capital is Bismarck and the largest city is Fargo. With a population of more than 770 thousand people, North Dakota boasts a homeownership rate of 65.4% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of North Dakota. Also, combining programs may be possible, so be sure to inquire.
DCA Program
“Through the DCA program, NDHFA provides low-income buyers with affordable mortgage loans that include down payment and closing cost assistance. Amount of assistance equals three percent of the first mortgage loan amount in the form of a credit towards your out-of-pocket cash requirement. This can be used for downpayment, closing costs and prepaid items.”
Start Program
“Through the Start Program, NDHFA provides low- to moderate-income buyers with affordable mortgage loans that include down payment and closing cost assistance. Amount of assistance equals three percent of the first mortgage loan amount in the form of a credit towards your out-of-pocket cash requirement. This can be used for downpayment, closing costs and prepaid items.”
FirstHome Loan Program
“You must not have owned a home as your principle residence within the last three years (including a manufactured home on a permanent foundation). You must meet income and purchase price limits.”
HomeAccess Loan Program
“To qualify, one of the following must describe the households:
North Dakota Roots Loan Program
“The maximum Roots loan amount must comply with the current Fannie Mae/Freddie Mac conforming loan amount or the limits of the applicable loan insurer/guarantor. There are no income or purchase price limits.”
Targeted Area Loan Program
“The Internal Revenue Code requires that NDHFA, as an issuer of tax-exempt mortgage revenue bonds, set aside a portion of the proceeds of a bond issue for up to one year for reduced interest rate mortgage loans in Targeted Areas of North Dakota.”
Homebuyers Assistance Program
“The purpose of this program is to service very low income individuals with a grant for homeownership. The grant program will assist on a down payment to purchase a new home.”
Down Payment Assistance Program
“TMHA Down Payment Assistance Program offers assistance for first-time home buyers who are purchasing a single-family home in the Rolette County area.”
Make Dunn County Home Program
“The Make Dunn County Home Program is a down payment assistance program managed through the Dunn County JDA. The program provides down payment grants, structured as forgivable loans, to home buyers purchasing or building within Dunn County. Qualifying homes must be financed through a North Dakota lender and the home must be the participants primary residence. The program is not income based, rather it focuses on encouraging people to live and love the community where they work.”

Home$tart Program
“Through our Home$tart program, eligible households may receive up to $7,500 in down payment and closing cost assistance. You must apply through a member institution.”
Native American Homeownership Initiative (NAHI)
“Through our Native American Homeownership Initiative (NAHI), eligible households may receive up to $15,000 for down payment and closing cost assistance. You must apply through a member institution.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
