Virginia DPA Programs
Explore down payment and homebuyer assistance programs in the state of Virginia.
Located in the northeastern United States, New Jersey is the 3rd state in the Union. It has 130 miles of Atlantic coastline and is home to the world’s oldest boardwalk, Atlantic City Boardwalk.
The state’s capital is Trenton and its largest city is Newark. With a population of more than 9 million people, New Jersey boasts a homeownership rate of 64.2% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of New Jersey. Also, combining programs may be possible, so be sure to inquire.

Down Payment Assistance Program
“The NJHMFA Down Payment Assistance Program (DPA) provides up to $15,000 for qualified first-time homebuyers to use as down payment and closing cost assistance when purchasing a home in New Jersey. The DPA is an interest-free, five-year forgivable second loan with no monthly payment.”
First-Time Homebuyer Mortgage Program
“This program is open to qualified first-time homebuyers and provides a 30-year, fixed-rate government insured loan (FHA/VA/USDA) or conventional mortgage. It is the required foundational program for all NJHMFA Down Payment Assistance Program participants.”
Police and Firemen’s Retirement System Mortgage Program
“Active members of the New Jersey Police and Firefighter Retirement System (PFRS) with one year of creditable service are eligible for this program. Maximum mortgage amount is $726,200. Interest rate is 30-year fixed. Program rates are set semi-annually in February and August.”
HFA Advantage Mortgage Program
“The NJHMFA HFA Advantage Mortgage Program provides a 30-year, fixed-rate conventional loan for eligible homebuyers purchasing a home in New Jersey. The HFA Advantage Mortgage Program offers affordable mortgage insurance and low down-payment and can be coupled with the NJHMFA Down Payment Assistance (DPA).”
Homeward Bound Program
“NJHMFA Homeward Bound Mortgage Program provides a competitive 30-year fixed-rate government insured loan for eligible homebuyers purchasing a home in New Jersey. The Homeward Bound Mortgage Program can be coupled with the NJHMFA Down Payment Assistance Program (DPA).”
First Time Homebuyer Program
“Through the First Time Home Buyer Program, the County partners with local lending institutions and nonprofit organizations to provide grants in the form of interest-free deferred second mortgages for down payment assistance.”
Homebuyer Down Payment Assistance Program
“Assistance through this program provides 0% deferred payment loans up to $10,000 that will be applied first to closing costs and the balance to down-payment assistance.”
Golden Neighborhoods Homeownership Program (GNHP)
“The Golden Neighborhoods Homeownership Program provides increased opportunities for low and moderate income families to purchase a home for the first time in Jersey City. This program provides down payment and closing costs assistance for eligible first-time homebuyers, alleviating a major financial impediment of buying a home.”
American Dream Downpayment Initiative (ADDI)
“This program will help lower-income, first-time homebuyers with a loan, up to $10,000.”
American Dream Downpayment Program
“The Middlesex County Division of Housing, Community Development & Social Services will award $5,000 in downpayment and closing cost assistance to income eligible first-time homebuyers under the U.S. Dept. of Housing and Urban Development (HUD) HOME Investment Partnerships Program.”
Individual Development Account (IDA) Program
“Our Dollar-to-Dollar Individual Development Account (IDA) Program is a savings program that provides the opportunity for individuals and families to achieve greater self-sufficiency and economic stability through owning a home, starting or expanding a business or obtaining educational assistance…Camden County OEO will deposit $2 for every $1 deposited into a required monthly savings account.”
Housing Construction Program
“Our Housing Construction Program provides new construction of houses for sale to economically disadvantaged and moderate-income families.”
First-Time Homebuyer Program
“The purpose of the First Time Homebuyers Program is to help individuals and families to reach their dream, by providing a limited amount of HOME funds for down payment and closing cost assistance.”
Downpayment Assistance Program
“CJHRC can provide up to $6,000 per approved household for down payment funds.”
CJHRC Down Payment Grant
“Applicant(s) MUST live in Middlesex County and be a first time homebuyer. The home being purchased MUST be in Middlesex County.”
Bernards Township Down Payment and/or Closing Cost Assistance Grant
“The home being purchased MUST be an affordable unit/home in Bernards Township. Property MUST be applicant(s) primary residence.”
Franklin Township Down Payment and/or Closing Cost Affordability Assistance Grant
“The home being purchased MUST be an affordable unit/home in Franklin Township. Property MUST be applicant(s) primary residence.”
Raritan Township (Hunterdon County) Down Payment and/or Closing Cost Assistance Grant
“The home being purchased MUST be an affordable unit/home in Raritan Township. Property MUST be applicant(s) primary residence.”
Somerset County ADDI
“The home being purchased MUST be an affordable unit/home in Somerset County. Property MUST be applicant(s) primary residence.”
Green Brook Township Affordability Assistance Program
“The home being purchased MUST be an affordable unit/home in Green Brook Township and applicant household MUST be very low income. Property MUST be applicant(s) primary residence.”
HOME Buyer Program
“HOME grant funds are awarded to income eligible applicants looking to purchase a home in the Township of Irvington. Grant funds can be used to assist with down payment or closing costs. The current grant award is up to $10,000.00.”
Address Yourself ™ Affordable Homeownership Program
“The Address Yourself ™ Affordable Homeownership Program equips low-to-moderate-income families and individuals with homeownership tools such as financial education, pre-purchase counseling resources in preparation for homeownership, and down payment assistance for eligible homebuyers.”
A NeighborWorks Center for Northern New Jersey
Individual Development Account (IDA)
“This is a systematic matched savings club for income-eligible households who are two or more years away from homeownership and are working on debt and credit issues. The Club will provide you with $1,000 in matched savings at your closing.”
Down Payment Assistance Program
“You can qualify for $10,000 in down payment assistance through the Housing Partnership’s Down Payment Assistance program, if you are purchasing a home in Morris, Sussex, or Eastern Warren County.”
Affordable Homes Program
“The Affordable Homes program allows eligible candidates to apply for the opportunity to purchase deed-restricted homes – typically 600 to 1,200 square foot condos or townhomes.
Housing Partnership administers Affordable Homes in: Hanover Township, Mountain Lakes, Morris Township, Roxbury, Randolph, Kinnelon (Age Restricted 55+), Mendham Township, Madison, Sparta, Washington Township
First-Time Home Buyer Program
“The First Time Home Buyer Program provides direct financial assistance to low income Burlington County residents to help with the purchase of a first home. Eligible applicants may receive a loan for up to $4,000 in closing cost assistance and an additional $5,000 toward their down payment.”
First Time Home Buyer Grant
“This program provides for a maximum of up to $8,000 in down payment assistance to low and moderate-income First Time Homebuyers, towards the purchase of a one or two family, owner-occupied, residential home.”
First Time Home Buyer Program
“Down payment and closing assistance only: 2% of purchase price toward down payment. Closing costs as determined are based on a demonstrated need not to exceed $4,000. Total assistance not to exceed $7,000.”
Atlantic City Down Payment Assistance Program
“The Program may provide down payment assistance up to 10% of the purchase price and up to $5,000.00 of eligible closing cost for a combined total amount not to exceed $30,000.00.”
Atlantic County Homebuyers Program
“To increase home ownership opportunities in Atlantic County by overcoming the obstacles created by the down payment and closing cost requirements faced by low/moderate income families when purchasing a home.”
Homebuyers Purchase Program
“The minimum level of HOME funds to be used for the Home Buyers Purchase Program is $1,000 per dwelling unit. The maximum HOME assistance per project for homebuyers purchase is based on a sliding scale depending on the primary mortgage.”
Home Ownership Assistance Program (HOAP)
“The Home Ownership Assistance Program (HOAP) provides interest-free loans of up to $5,000 to help with down payments and closing costs for families wishing to purchase a home in center city Vineland (bounded by Park, West and Chestnut avenues, and Myrtle Street).”

Homebuyer Dream Program® (HDP®)
“The HDP offers grants up to $10,000 to eligible first-time homebuyers purchasing a home through one of our approved community-based, member lenders. The FHLBNY will grant up to $9,500 towards down payment and closing cost assistance to eligible first-time homebuyers. Additionally, the HDP offers up to $500 towards the defrayment of homeownership counseling costs which will be provided for the use of the household via the member to the non-profit counseling agency.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
