Located in the midwestern United States, Nebraska is the 37th state in the Union. In addition to its prairies and vast farmlands, it is home to the largest indoor rainforest in the world. The state’s capital is Lincoln and the largest city is Omaha. With a population of nearly 2 million people, Nebraska boasts a homeownership rate of 69% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Nebraska. Also, combining programs may be possible, so be sure to inquire.
First Home Homebuyer Assistance Program
“The Homebuyer Assistance Program (also called HBA) opens the door to homeownership, even if you don’t have a down payment or money for the closing costs. Our HBA Program can help you buy a home with a minimum investment of $1,000. All buyers in this program must meet NIFA’s first-time homebuyer eligibility requirements.”
First Home Loan Program
“Is this your first home? Or has it been three or more years since you’ve lived in and owned a home? Then the First Home Program is for you! This program helps Nebraskans buy their first home with competitive interest rates. It is for buyers who don’t qualify for our Military Home Program and don’t need down payment and closing cost assistance.”
First Home Targeted Loan Program
“The First Home Targeted Program is for buyers who purchase a home located in a target area and do not need down payment and closing cost assistance. Buyers do not need to meet NIFA’s first-time homebuyer requirement.”
First Home Military Home Program
“The Military Home Program is a great fit for buyers who are actively employed by any branch of the service or for discharged Qualified Veterans under conditions other than dishonorable.”
Welcome Home Program
“Program designed for first-time homebuyers and repeat homebuyers. Income limits and purchase limits apply.”
Welcome Home Assistance Program
“Program designed for first-time homebuyers and repeat homebuyers who need down payment and closing cost assistance. Income limits and purchase limits apply.”
Down Payment Assistance
“The Northern Ponca Housing Authority offers low-income housing, down payment assistance, a tenant homeownership program, homeownership home improvement assistance, and a residential opportunity for self-sufficiency program.”
Down Payment Assistance Program
“NeighborWorks Lincoln provides DPA to help with the required down-payment and closing costs that go along with purchasing a home. The assistance amount varies per family and is based on the purchase price of the home as well as household income.”
Home Buyer Loans
“The City of Omaha contracts with Omaha 100, Inc., in order to provide home buyers enrolled in City programs with financial guidance and the underwriting necessary to make home ownership a reality. Omaha 100 works with a consortium of lenders to provide low interest rates on home loans, down payment assistance, and City-backed second mortgages.”
Royal Oaks Estates
“The Royal Oaks Rent-to-Own Tax Credit development is located in Woodland Park…This development includes 14 ranch style homes, all of which are 4 bedroom, 2 bath, and 2 car garages. Persons interested in this development must be income eligible, interested in becoming a homeowner, complete a REACH class regarding home ownership, develop and follow a home ownership plan with goals, and live in the home for a minimum of one year before a home ownership opportunity can be available.”
Purchase-Rehab-Resell Program
“The Purchase/Rehab/Resell program is most often compared to “flipping”.
Purchase-Rehab -Resell Program (DPA)
“At closing, NEHI, Inc. will provide the home buyer with down payment assistance of 20% of the purchase price or a maximum of $20,000. The down payment assistance is given in the form of a 0% interest, no payment, deferred loan that is due payable at title transfer or once the first mortgage is paid in full.”
Purchase-Rehab-Resale Program
“How the PRR program works is that eligible persons/families will identify a housing unit they would like to purchase that is in need of rehabilitation in order to bring it in line with local standards for existing housing quality. Three Rivers will then purchase the home, perform the necessary rehab, then resell the unit to the applicant and supply the down payment/closing cost assistance.”

Homeownership Set-aside Program (HSP)
“The Homeownership Set-aside Program (HSP) provides down payment, closing cost and repair assistance to first-time homebuyers earning at or below 80% of the Area Median Income (AMI) for households purchasing or constructing homes in Colorado, Kansas, Nebraska and Oklahoma. The HSP is provided to households as a forgivable grant with a five-year retention period.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
