Located in the midwestern region of the United States, Missouri is the 24th state in the Union and is nicknamed The Show Me State. The state’s capital is Jefferson City and the largest city is Kansas. With a population of more than 6 million people, Missouri boasts a homeownership rate of 70.6% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Missouri. Also, combining programs may be possible, so be sure to inquire.

First Place Loan Program
“The First Place Loan Program gives first-time homebuyers and qualified Veterans the edge they need to purchase a home.
Next Step Program
“The Next Step Program gives first-time homebuyers and non-first-time homebuyers in Missouri who fall outside the income limits for the First Place Program the opportunity to purchase their own home with higher income limits and purchase price limits. It also gives the borrower the opportunity to receive cash assistance for down payment and closing cost assistance. Loan options include a first mortgage through MHDC with a 30 year fixed rate mortgage.”
Mortgage Credit Certificate (MCC)
“The MCC Program provides income eligible first-time homebuyers with an opportunity to reduce the amount of federal income tax owed each year they own and live in their homes. The program gives qualified borrowers a non-refundable federal tax credit of 25 percent of the total amount of mortgage interest they pay each year.”
Homeownership Assistance Program
“Assistance of $5,000-$10,000, may be provided in the form of a 10-year forgivable loan at 0% interest to assist home buyers in purchasing an existing home. These funds are only to be used for down payment and closing costs (prepaid costs such as taxes and insurance are not eligible), or to reduce the principle amount of a loan, and buyers must provide a minimum of $500 in cash toward the purchase.”
Columbia Community Land Trust (CCLT) Homes
“Community Land Trusts utilize public and private funds to invest in creating affordability for low to moderate income homeowners. This investment provides an opportunity to low to moderate income households to afford homeownership. The average CCLT buyer will build $25,000 of equity in the first 10 years.”
City’s Down Payment Assistance Loan Program
“The City provides a low or no-interest loan to qualified first-time home buyers that can go toward some of the Down payment and closing costs. The funds are a loan amount up to $9,000 that has no interest and no payments.”
Springfield Community Land Trust
“The Springfield Community Land Trust enables buyers purchase the home of their dreams with a very small down-payment and at a substantially under market price. With a commitment to provide quality houses for first-time buyers as well as working class and even some seniors that want to downsize, SCLT keeps the low cost and provides an opportunity to create wealth through an equity share for the homeowners.”
Restore SGF
“Restore SGF is a new program that connects home buyers with several local mortgage lenders who are committed to assisting buyers with creative financing for buying houses in the historic neighborhoods with the goal of creating strength for the buyers and the neighborhoods.”
1st HOME Down Payment Assistance (DPA) Program
“The 1st HOME Down Payment Assistance (DPA) Program provides down payment and closing cost assistance to income-eligible first-time homebuyers* purchasing their first home in St. Louis County, the City of Florissant, Jefferson County, St. Charles County, or the City of O’Fallon. Assistance is in the form of 0% interest, 5-year forgivable loans.”

“The City of St. Charles issues down payment assistance of up to $5,000 for qualified home buyers.”
First Time Home Buyer Program
“St. Peters residents are eligible to participate in the St. Charles County 1st HOME Down Payment Loan Program. Loan amount up to $5,000.
Down Payment Loan Program
“The Down Payment Loan program can be used by a qualifying Missouri resident to more readily secure a loan from a participating lender, either providing the full down payment, or supplementing the down payment amount available. It may be used in conjunction with MASBDA programs…It may also be used with other state or federal programs. A qualified borrower can borrow up to 30% of the purchase price, or $200,000.”

Home$tart Program
“Through our Home$tart program, eligible households may receive up to $7,500 in down payment and closing cost assistance. You must apply through a member institution.”
Native American Homeownership Initiative (NAHI)
“Through our Native American Homeownership Initiative (NAHI), eligible households may receive up to $15,000 for down payment and closing cost assistance. You must apply through a member institution.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
