Located in the northeasternmost United States, Maine is the 23rd state in the Union. Known for its breathtaking landscape, it is home to one of the country’s largest river systems and has over 4 thousand islands off its coast. The state’s capital is Augusta and its largest city is Portland. With a population of nearly 1.4 million people, Maine boasts a homeownership rate of 74.9% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Maine. Also, combining programs may be possible, so be sure to inquire.
MaineHousing First Home Loan Program
“The First Home Loan Program provides low fixed rate mortgages to people who have not owned homes in the last three years. No point and low point options are available. Although income limits apply, most Maine households are income-eligible for the program. First Home Loan mortgages also offer payment protection for eligible borrowers who lose their jobs.”
Advantage Down Payment and Closing Cost Assistance
“The Advantage option can provide $5,000 toward the cash you need for closing. Applicants choosing Advantage must take a hoMEworks-approved homebuyer education class prior to closing and must make a minimum borrower contribution of 1% of the loan. The cost of the homebuyer education class counts towards the 1% contribution.”
Multi-Unit Advantage
“The Multi-Unit Advantage option can provide $5,000 in closing costs and down payment assistance for each residential unit in two to four-unit properties. For two units Advantage is $8,000, three units is $11,000, and four units is $14,000.”
Purchase Plus Improvement
“The Purchase Plus Improvement option finances the purchase and needed repairs of a home with one loan. If you are eligible, you may include between $500 and $35,000 for home improvements in your mortgage, as long as the cost of the home plus improvements does not exceed program purchase price limits.”
Financing for Mobile Homes
“MaineHousing offers mortgages for single- and double-wide mobile homes located on owned or leased land. With this program option, there is a purchase price limit of $200,000 statewide, interest rates are a little higher, and the term of the loan is based on the age of the mobile home.”
First Generation Pilot Program
“The First Generation Pilot Program is a mortgage program for borrowers who have never lived in a home owned by their biological parents or legal guardians. The program is also available to borrowers who have been in foster care at some point in their childhood. This program makes it easier and more affordable to buy a home of your own by providing a low fixed interest rate mortgage, down payment and closing costs assistance, and education classes that offer valuable information to help you become a successful long-term homeowner.”
First Gen Down Payment and Closing Cost Assistance
“For First Generation borrowers the First Gen option provides $10,000 toward the cash you need for closing.”
SaluteME & Salute Home Again
“To show appreciation for the commitment and sacrifices made by Maine’s veterans, MaineHousing offers qualified active duty and retired military personnel a 0.50% discount to the already low First Home Loan program’s 30-year fixed interest rate. Available to veterans who are first-time homebuyers or who previously owned a home (first-time homebuyer requirement is waived).”
Pre-1976 Mobile Home Replacement Initiative
“The initiative combines an amortizing, interest-bearing MaineHousing mortgage loan with a $35,000 MaineHousing grant requiring a 10-year occupancy compliance period, to be used to help Maine residents with the cost of dismantling and removing the pre-1976 home and purchasing and installing an ENERGY STAR ® certified new home on the same site as their existing home.”
Down Payment Assistance Program
“In order to provide improved access to the market, the City of Bangor offers a Down Payment Assistance Program that assists income-eligible homebuyers with a down payment to purchase a home within the Bangor city limits.”
Closing Cost Assistance Program
“The Closing Cost Assistance Program offers help to income-eligible homebuyers in the City of Bangor through assistance in the payment of costs associated with closings. Costs covered by the program include: appraisal fees, credit report(s), title search, cost of title insurance policy (including survey decision), flood certification fees, closing attorney’s fees, and recording fees.”
Homebuyer Program
“Down Payment Assistance: 50% grant/50% forgivable loan. Loans up to $15,000 towards the purchase price, 0% interest with a 30 year term, monthly payment of $41.67.”
States/Territories served: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont
Equity Builder Program
“The Equity Builder Program (EBP) offers grants to help buyers earning up to 80% of the area median income with down-payment, closing cost, and home rehabilitation assistance, and homebuyer education and counseling.”
Housing Our Workforce
“Housing Our Workforce (HOW) offers grants to help homebuyers earning above 80% and up to 120% of the area median income with down-payment and closing cost assistance.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
