New Mexico DPA Programs
Explore down payment and homebuyer assistance programs in the state of New Mexico.
Located in the western region of the United States, Hawaii is the 50th state in the Union. Nicknamed The Aloha State, Hawaii is the only state that is an archipelago or group of islands. The state’s capital and largest city is Honolulu. With a population of just over 1.4 million people, Hawaii boasts a homeownership rate of 59.2% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Hawaii. Also, layering programs may be possible, so be sure to inquire.
Mortgage Credit Certificate Program
“A Mortgage Credit Certificate (MCC) reduces the amount of federal income tax you pay, thus giving you more available income to qualify for a mortgage loan and assist you with house payments.”
Ililani
“Scheduled to open in 2024, the 42-story Ililani offers both affordable and market-priced units featuring one and two bedrooms.
Affordable units are available through HHFDC’s affordable housing program to those households earning 140% or less of area median income (AMI). A purchaser must be a resident of the State of Hawaii, not own a majority interest in a fee simple or leasehold property anywhere in the world and must agree to reside in the unit purchased.”
Kuilei Place (Moʻiliʻili)
“Kuilei Place, located on Kapiolani Boulevard between Kaimuki and Iolani schools, is expected to break ground in late 2023 and is slated to open in mid-2026. Sixty percent of Kuilei Place units are designated as affordable and will be available to households with incomes at or below Honolulu’s 140% of area median income (AMI).”
Hula Mae Single Family Loans
“The Hula Mae Program offers eligible “first-time” homebuyers with 30-year mortgage loans at very competitive interest rates.”
Down Payment Loan Program
“The purpose of the City and County of Honolulu’s Down Payment Loan Program is to promote homeownership. The program provides 0% interest loans to qualified individuals to help meet the down payment requirement. The maximum loan amount is $40,000.”
Mutual Self-Help Housing Program
“The self-help housing program (“Program”) assists eligible households to obtain a home financed by the U.S. Government and/or conventional lending services – coordinated by the Hawaii Island Community Development Corporation. Once eligible, a low-interest loan is secured for the household, and households are then grouped to create a self-help project in which all households contribute labor toward the construction of all homes in the project.”
Resident Home-Buyer List Program
“The purpose of the Kaua ‘i Resident Home-Buyer List Program (Home-Buyer List) is to establish a long-term program where Kaua’i residents can be placed on a list to be the first potential buyers of housing units or properties either developed directly by or for the County or privately developed to satisfy a County housing requirement.”
Home Buyer Loan Program
“If funding is available the Home Buyer Program provides low-cost loans to first-time homebuyers on the island of Kaua’i who meet the Kaua’i Median Household Income (KMHI) as published by the US Department of Housing & Urban Development (HUD) for the island of Kaua’i.”
First-Time Home Buyer’s Down Payment Assistance Program
“The First-Time Home Buyer’s Down Payment Assistance Program was established to assist low- to above moderate income first time home buyers with down payment and/or closing cost assistance.
The maximum grant amount under this program per unit shall not exceed $30,000 or 5% of the purchase price or appraised value of the residential property, whichever amount is less.”
Homebuying Support Program for UH Employees
“The University has partnered with Landed to offer new down payment assistance aimed at helping eligible UH employees buy homes in Hawaii. Landed’s down payment program provides half of the down payment on a home, up to $120,000 per household, in exchange for a share in the gain (or loss, if any) of the value of the home once it is sold or refinanced.
Eligible employee must work at least 20 hours per week for any part of the University of Hawaii System or in education.”

Home$tart Program
“Through our Home$tart program, eligible households may receive up to $7,500 in down payment and closing cost assistance. You must apply through a member institution.”
Native American Homeownership Initiative (NAHI)
“Through our Native American Homeownership Initiative (NAHI), eligible households may receive up to $15,000 for down payment and closing cost assistance. You must apply through a member institution.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
Habitat Home
