West Virginia DPA Programs

Located in the North Pacific ocean, Guam is an unincorporated island territory of the United States. It is the largest and southernmost island in the Mariana Islands chain.
The state’s capital is Hagåtña and the largest city is Maina. With a population of just over 170 thousand people, Guam boasts a homeownership rate of 52% (2020-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in Guam. Also, combining programs may be possible, so be sure to inquire.
First-Time Homeowners Assistance Program
“This is a grant for up to ten thousand dollars ($10,000) for closing costs only. Your lender must be a participating lending institution for this program.”
Regular Loan Program
“Residential mortgage lending program to assist families and individuals who are first time homeowners and are unable to obtain financing for purchase or construction through conventional lending institutions.”
Six Percent Loan Program
“Low interest rate residential mortgage loan program to assist families and individuals who are first time homeowners and are unable to obtain financing from conventional mortgage lending institutions. Interest rate is 6.00% for term of 30 years.”
Community Affordable Housing Action Trust (CAHAT)
“An interest free second mortgage designed as a down payment assistance program for first time homeowners for families and individuals who lack the down payment resources to purchase or construct a typhoon resistant home. Enabling legislation Public Law 21-99. Term of the loan is 30 years.”
Rural Housing Loan Program
“Provide loans to assist eligible persons who will live in rural areas with an opportunity to own a home that would provide a decent, safe, and sanitary living environment for its occupants. Joint financing with Rural Development for a 100% financing with low interest rates. Term of loan is 33 – 38 years for RD financing. Construction of dwelling on Chamorro Land Trust property is also eligible (Dededo properties are ineligible under this program).”
Packaging for a VA Loan
“Native American/Chamorro Land Trust Recipients Only. Loans under this program are Direct Loans from the U.S. Veterans Affairs Office. The Guam Housing Corporation’s role is to perform loan packaging and disbursement of funds.”

Home$tart Program
“Through our Home$tart program, eligible households may receive up to $7,500 in down payment and closing cost assistance. You must apply through a member institution.”
Native American Homeownership Initiative (NAHI)
“Through our Native American Homeownership Initiative (NAHI), eligible households may receive up to $15,000 for down payment and closing cost assistance. You must apply through a member institution.”
