Louisiana DPA Programs

Located in the northeastern United States, the District of Columbia is our nation’s capital and only federal district. It is home to the three branches of the federal government: Executive (White House), Legislative (The Capital), and Judicial (Supreme Court). Additionally, it is home to more than 170 embassies and international cultural centers.
With a population of more than 700 thousand people, the District of Columbia has a homeownership rate of 42.3% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the District of Columbia. Also, combining programs may be possible, so be sure to inquire.
Home Purchase Assistance (HPAP)
“The Home Purchase Assistance (HPAP) program provides interest-free loans and closing cost assistance to qualified applicants to purchase single family houses, condominiums, or cooperative units in the District. Eligible applicants can receive a maximum of $202,000 in gap financing assistance and an additional $4,000 in closing cost assistance.”
Employer – Assisted Housing Program (EAHP)
“DC Government employees can receive both down payment and closing cost assistance, up to a $20,000 loan, to purchase a single family home, condominium, or cooperative unit in the District. You can also receive a matching grant—funds you don’t have to pay back—of up to $5,000. There are no income restrictions to participate.”
Negotiated Employee Affordable Home Purchase (NEAHP)
“DC Government employees in Collective Bargaining Units 1 and 2 can receive down payment and closing cost assistance to buy a single family home, condominium, or cooperative unit in the District. You would receive assistance as a grant—funds you don’t have to pay back. The amount depends on how long you’ve been in your collective bargaining unit and range from $3,000 to $20,000.”
Inclusionary Zoning Program (IZ)
“Applicants can enter a lottery to buy select reduced price condos or townhomes if their household meets income requirements. DC Government requires that 8-10% of units in most new or renovated condo buildings or townhome developments are sold at a reduced price.”
DC Open Doors
“DC Open Doors makes homeownership in Washington, D.C. affordable by offering qualified buyers home purchase loans, down payment and closing cost assistance.”
Mortgage Credit Certificate (MCC)
“With DCHFA’s Mortgage Credit Certificate (MCC), qualified borrowers have the ability to claim a Federal Tax Credit of 20% of the mortgage interest paid during each calendar year.”
Home Purchase Assistance Program (HPAP)
“The Home Purchase Assistance Program (“HPAP”) is available to first-time homebuyers purchasing a home located in the District to provide gap financing to assist with necessary funds to purchase.”
DC4ME
“DC4ME provides D.C. government employees a first trust mortgage at a reduced interest rate. The rate comes with or without the option of three percent down payment assistance with a zero percent deferred subordinate loan.”
Low Income Home Ownership Tax Abatement Program
“Homeowners can get up to five years of tax abatement for their property taxes, meaning they do not have to pay property taxes on their home for up to five years. This benefit starts on October 1st of the year that you apply for the program. With this program, you also do not have to pay the recordation, meaning you would not have to pay to transfer deed information. These taxes and fees are waived and not owed later.”

“Provides up to $15,000 in down-payment and closing-cost funding to current or retired law enforcement officers, educators, health care workers, firefighters, and other first responders; veterans or active-duty members of the U.S. military or their surviving spouse; and COVID-related essential workers that are first-time homebuyers or non-first-time homebuyers.”
First-time Homebuyer Product (FHP)
“The First-time Homebuyer Product (FHP) provides up to $12,500 in funds for the down payments and closing costs of first-time homebuyers.”
