Explore down payment and homebuyer assistance programs in the state of Virginia.
Located in the northeastern region of the United States, Delaware is the 1st state in the Union and is known for its rich history and dune-backed beaches. The state’s capital and largest city is Dover. With a population of a little over 1 million people, Delaware boasts a homeownership rate of 74.9% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Delaware. Also, layering programs may be possible, so be sure to inquire.
DSHA Homeownership Loan
“A DSHA mortgage is a 30-year, fixed-rate loan with interest rates at or below the standard market rate for qualified buyers. That means you get a better deal! Our loans work through standard mortgage programs, including conventional, VA, FHA and USDA mortgages. And it doesn’t matter if you’re buying for the first time or have owned a house before.”
Preferred Plus Program
“All applicants using a DSHA Homeownership Loan can use our flexible, customized Preferred Plus assistance, which provides a no-interest second mortgage loan of 2 percent to 5 percent of your overall loan amount. You can apply that amount toward down payment or closing costs.”
First-Time Homebuyer Tax Credit
“Delaware has a special tax credit for first-time homebuyers that can help make your home more affordable. You can claim part of the annual interest paid on your mortgage (35% of the interest) as a special federal tax credit, up to $2,000 a year. The credit simply reduces your federal tax owed – a dollar-for-dollar savings!”
DSHA 203(K) Program
“FHA’s rehabilitation and repair program. Can be paired with a DSHA second mortgage for closing costs and down payment assistance.
The 203(K) program combines the cost of the home purchase and renovation into one mortgage. It allows buyers to purchase property and make improvements after closing.”
Dover First Start – Homeownership Downpayment and Settlement Assistance Program
“The program assists low and moderate income families with down payment and settlement costs on eligible properties in the City of Dover Limits. Assistance is up to $20,000 for property purchased in the City of Dover.”
Home Buyer Incentive Program
“The Home Buyer’s Incentive Program provides interest free deferred loans up to $5,000 to assist income qualified first-time homebuyers to purchase properties within the City of Newark. The funds can be used for up to 50% of down payment and 100% of settlement closing costs associated with the purchase of the home.”
Self-Help Housing
“Families join together nights and weekends to build each other’s homes as a group, earning equity, decreasing construction costs, and making lasting investments in their community. Families contribute at least 25 hours per week for approximately 12 months (or until the group of homes is complete). Hours can be provided by the homeowner, any household member 16 years of age or older, and approved volunteers. These labor hours, or “sweat equity”, are used as the down payment, reducing costs for a new home. MHDC also assists each applicant with securing the loan needed to build their new home.”
Down Payment and Settlement Assistance (DPS) Program
“The Down Payment and Settlement Assistance (DPS) Program enables low and moderate income households to purchase their home providing assistance to aid in covering the cost of customary down payment and/or settlement charges.”
Housing Choice Voucher (HCV) Homeownership Program
“The Housing Choice Voucher (HCV) homeownership program allows families that are assisted under the HCV program to use their voucher to buy a home and receive monthly assistance in meeting homeownership expenses. Essentially, for clients who qualify, the program converts the HAP payment from going toward a rental, to helping with the actual purchase of a home.”

First Front Door
“First Front Door (FFD) helps FHLBank Pittsburgh members open the door for first-time homebuyers. With FFD grants, we match the qualified homebuyer’s contribution for down payment and closing costs 3-to-1. For every $1 the homebuyer contributes, FHLBank will provide $3 in grant assistance, up to a maximum of $5,000.”
Single Family Housing Direct Home Loans
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
