Explore down payment and homebuyer assistance programs in the state of Michigan.
Located in the southwestern United States, Arizona is the 48th state in the Union. It is home to 22 national parks and monuments, including the Grand Canyon National Park – one of the seven natural wonders of the world. The state’s capital and largest city is Phoenix. With a population of more than 7 million people, Arizona boasts a homeownership rate of 68.1% (2022-U.S. Census Bureau).
DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Arizona. Also, combining programs may be possible, so be sure to inquire.

HOME+PLUS Program
“The HOME+PLUS Home Buyer Down Payment Assistance Program provides a 30-year fixed-rate mortgage combined with down payment assistance (DPA) ranging from 0% – 5% depending upon the new underlying first mortgage. The DPA can be used toward the down payment, closing costs, or a combination of the two.” This program is available statewide.”
HOME Program
“Assistance is available for first time homebuyers purchasing throughout the City of Tucson and Pima County, excluding Tribal lands. Assistance may be up to 10% of the contract sale price and is determined based on affordability.”
Pima Tucson
Homebuyer’s Solution Program
“The Industrial Development Authorities of the City of Tucson and Pima County (IDAs) offer down payment assistance to homebuyers in Pima County. Community Investment Corporation (CIC) is the program administrator for the program and provides the down payment assistance on behalf of the IDAs.”
Essential Workers Grant
“This housing fund grants 2% of the first mortgage loan (up to $5,000) to assist with expenses such as closing costs and down payment.”
Mortgage
Credit Certificates (MCCs)
“Community Investment Corporation’s Mortgage Credit Certificate (MCC) program allows first time home buyers in the ENTIRE State of Arizona to claim up to $2,000 of their annual mortgage interest as a federal tax credit – each year and every year they live in their homes. MCC’s can save homeowners $50,000+ over the life of their mortgage.”
Home in Five Advantage Program
“The Home in Five Advantage program helps low and moderate-income individuals and families buy a home in Maricopa County. Qualified homebuyers receive up to 5 percent assistance for down payment and closing costs, plus a loan with a competitive interest rate.”
Home in Five Advantage Program – BOOST
“An additional 1% assistance is available to K-12 teachers, first responders, U.S. military personnel, veterans, and income qualified individuals who earn up to $39,500 annually. To increase homeownership in low-income neighborhoods, homebuyers in qualified neighborhoods will receive an additional 0.5% assistance through a new product called BOOST.”
Neighborhood Stabilization Program (NSP)
“The federally funded Neighborhood Stabilization Program (NSP) enables eligible applicants to realize homeownership by offering newly built or remodeled homes for purchase in established Phoenix neighborhoods, while providing monetary incentives to assist with down payment and closing costs.”
Section 32 Homeownership Program
“Section 32 Homeownership is offered to first-time homebuyers who are at or below 80% Area Median Income (AMI) , and who will use the home as their primary residence. The purchase price will be the current (within 6 months of purchase) appraised value of the home.”
Section 18 Homes
“Section 18 homes are being offered to the public for sale. There is no income limit to qualify and the homes are sold “as-is”.”
Open Doors
“The Open Doors Down Payment Assistance (DPA) Program provides down payment and closing costs assistance.”
Community Assisted Mortgage Program (CAMP)
“Community Assisted Mortgage Program provides deferred loans to first-time homebuyers that wish to purchase a primary home in the city of Tempe. Loans are available for downpayment assistance and reasonable closing costs.”
First Time Homebuyer’s Program
“Chandler has partnered with the Newtown Community Development Corporation to administer the program which uses the Community Land Trust model. With this program, the purchase price is reduced because the buyer only has to afford the cost of the structure, not the land. Buyers only pay for the home and the land is held in a trust administered by Newtown.”
WISH Program
“Newtown’s WISH program works with local banking partners to provide a four-to-one match for savings up to $7,250, earning an additional $29,000. WISH funds are a matching grant from the Federal Home Loan Bank of San Francisco.”
Community Land Trust (CLT)
“Newtown uses grant funds from local cities or counties to buy or build houses, then sells each house to a qualified family or individual at below-market value. To keep the price low, buyers pay only for the house, while the CLT retains ownership of the land, which Newtown leases to the homeowners through a low-cost, 99-year renewable lease. If a CLT homeowner ever wants to sell, Newtown will repurchase their house at a price that allows the seller to gain equity while keeping the property affordable for the next buyer. We keep paying it forward!”

WISH Program
“Up to $5,500 of an eligible low-income buyer’s funds are matched 4 to 1 with up to $22,000 in assistance. Part of the buyer’s contribution can be gift funds, however a minimum of $2,000 or 1% of the purchase price (whichever is greater) must come from the buyer. The WISH program fee (4% of assistance) is paid through closing so clients do not have out-of-pocket upfront expenses.”
City of Flagstaff Employer Assisted Housing (EAH)
“The City of Flagstaff will provide up to $10,000 per household to eligible employees to be used for down payment and/or closing cost on the purchase of a home.”
Community Housing Assistance Program (CHAP)
“The Community Housing Assistance Program (CHAP) is intended to educate and serve households that are working towards the purchase of a home within the Flagstaff city limits. Funded by the City of Flagstaff, CHAP is a downpayment and closing cost assistance initiative that provides up to $15,000 in matching funds to households that do not have sufficient cash to purchase a home, but are otherwise mortgage eligible based on credit & employment.”
Flagstaff Affordable Homeownership Program (FAHP)
“The City’s Affordable Ownership Programs allow low to moderate income households to access homeownership through a shared equity model. In exchange for an affordable purchase price, homeowners agree to limit their equity so that the next qualified buyer can benefit from an affordable sales price. This agreement is secured through either a ground lease between the City and the homeowner or a deed restriction placed onto the unit.”
Cottonwood Homeownership Program (CHP)
“CHP aims to increase the homeownership rate, especially among workforce households, and to revitalize and stabilize communities. CHP aims to serve households that do not have sufficient cash to purchase a home but are otherwise mortgage eligible based on credit & employment. CHP will help first-time homebuyers with down payment and/or closing cost assistance.”
Cottonwood Employer Assisted Housing Program (C-EAH)
“City of Cottonwood will provide down payment assistance to eligible households to be used for down payment and/or closing costs on the purchase of a home. Down payment assistance funds are provided as a 3 to 1 match of homebuyer contribution; buyers can receive up to $15,000 in assistance.”
Sedona Workforce Homeownership Assistance Program (SWHAP)
“The intent of SWHAP is to provide down payment/closing cost assistance to moderate-income households that are employed within the City of Sedona and who are working towards the purchase of a home within the Verde Valley area, as defined by approved zip code.
The program provides a 4 to 1 match in down payment/closing cost assistance. Up to $10,000 in borrower funds can be matched with up to $40,000 per household is available.”
Sedona Employer Assisted Housing Program
“City of Sedona will provide down payment assistance to eligible households to be used for down payment and/or closing costs on the purchase of a home. Down payment assistance funds are provided as a 4 to 1 match of homebuyer contribution; buyers can receive up to $40,000 in assistance.”
Good Neighbor Next Door Program
“The City of Yuma’s participation in the Good Neighbor Next Door Program gives law enforcement officers, teachers, firefighters, and EMTs an opportunity to buy homes, in specific areas, at 50% off the list price. The program offers single-family homes located in Revitalization Areas defined by the Federal Housing Administration (FHA).”
Avondale First-Time Homebuyer Program
“The City of Avondale currently operates a program to assist qualified households with the purchase of their first home in the City. The City may provide up to $30,000 in down payment, closing cost and/or principal reduction assistance in the form of a non-interest bearing deferred, forgivable loan.”

WISH First-Time Homebuyer Program
“In 2023, the WISH Program offers eligible low- to moderate-income households 4-to-1 matching grants of up to $29,172, which is the Federal Housing Finance Agency’s annual maximum subsidy limit. WISH funds can be applied to downpayment and closing costs for the purchase of a home. WISH grants help working families and individuals move from renting to owning and can complement or supplement many local, state, and federal homeownership programs and initiatives.”
Single Family Housing Direct Home Loans in Arizona
“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
