Kansas Down Payment Assistance (DPA) Programs

Located in the midwestern United States, Kansas is the 34th state in the Union and is nicknamed The Sunflower State due to the abundance of wild native sunflowers. The state’s capital is Topeka and its largest city is Wichita. With a population of nearly 3 million people, Kansas boasts a homeownership rate of 69% (2022-U.S. Census Bureau).

DPA programs across the country continue to make homeownership possible for many. Below is a list of programs available in the state of Kansas. Also, combining programs may be possible, so be sure to inquire.

Kansas Housing Resources Corporation (KHRC)

First Time Homebuyer Program

“The First Time Homebuyer Program helps income-eligible households purchase their first home by providing down payment assistance. The program allows homebuyers to apply for a 0% interest loan in the amount of 15% or 20% of the purchase price of the home. The loan is forgiven if the buyer remains in the home for 10 years!”

Home Loan Guarantee for Rural Kansas (HLG)

“The Home Loan Guarantee for Rural Kansas (HLG) helps financial institutions guarantee the gap under a loan used for land and building purchases, renovation, and new construction costs that may be capitalized or financed within rural Kansas counties. HLG will guarantee the amount of the loan that exceeds 80% of the appraised value of the home, up to 125% of the appraised value of the home subject to the loan. Each amount of guarantee shall not exceed $100,000.”

City of Leavenworth Community Development

Home Ownership Program

“The City of Leavenworth Home Ownership Program provides up to $8,000 in Community Development Block Grant (CDBG) funding for qualified applicants to purchase a home within Leavenworth city limits.”

City of Topeka Department of Neighborhood Relations

Topeka Opportunity To Own (TOTO) Program

“The Home Buyer Assistance Program helps low-income families purchase their first home anywhere within the City of Topeka limits.”

KansasDPA Program

Counties served: Sedgwick, Shawnee

KansasDPA Program

“A 30-year fixed rate mortgage loan with various levels of assistance up to a percentage, that can be used for down payment or closing costs. This assistance is in the form of a grant.”

Federal Home Loan Bank (FHLBank) Topeka

States/Territories served: Colorado, Nebraska, Kansas, Oklahoma​​

Homeownership Set-aside Program (HSP)

“The Homeownership Set-aside Program (HSP) provides down payment, closing cost and repair assistance to first-time homebuyers earning at or below 80% of the Area Median Income (AMI) for households purchasing or constructing homes in Colorado, Kansas, Nebraska and Oklahoma. The HSP is provided to households as a forgivable grant with a five-year retention period.”

USDA Rural Development

Single Family Housing Direct Home Loans

“Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time.”
